6What were the principles used for the creation of the SMART Health Card?
LA Wallet's SMART Health Card feature was designed to protect data privacy and to adhere to the following privacy principles:

  • Purely Permissive: Data is stored or shared only with the explicit, informed consent of the holder of the information. In this case, the Louisiana citizen.

  • No Copies: Personally identifiable health information is stored only at the authoritative source or on the user’s phone. No medical data is store anywhere else.

These are principles set forth by the VCI (Vaccination Credential Initiative) which you can learn about by visiting https://vci.org/.
  • 7How does using LA Wallet to show my COVID-19 vaccination status work?
Through legislation, the uniqueness of LA Wallet is derived from its recognition as a digital credential, on par with the issued plastic credential. The power and opportunity of LA Wallet comes from its real-time connections to the documents of record of both the Department of Public Safety for identity and status, and now, the Louisiana Department of Health for COVID-19 vaccination status. All of this is carefully curated through HIPAA-compliant channels and permissively granted by each citizen wishing to participate. Via these channels, the LA Wallet app confirms the user’s identity in real-time from the Louisiana OMV database and retrieves the user’s verified vaccine status in real-time from the Louisiana Department of Health.
8How do I use LA Wallet to show my SMART Health Card or COVID-19 vaccination status?
To begin, you must have the LA Wallet app installed on your iOS or Android SMART device and a valid, Louisiana-issued license or ID linked to your LA Wallet account. Our team has put together a short instructional video explaining the process here: LA Wallet - New Features (Release 1.3) Once you have the LA Wallet app opened and your credential linked, you will see a tab labeled “COVID-19.” Tapping this tab will proceed to a disclaimer screen with additional information and resources, along with a “Retrieve SMART Health Card” button. Tap this button to display your SMART Health Card and Covid-19 vaccination status. That’s all! You can choose to stop displaying your SMART Health Card at any time by pressing the “Remove SMART Health Card” button.

10Can I still use LA Wallet to show my COVID-19 vaccination status or SMART Health Card if I don’t have a Louisiana issued license or ID?
Unfortunately, no. In order to securely display your vaccination status or SMART Health Card, LA Wallet utilizes real-time connections to both the Department of Public Safety for identity and status, and the Louisiana Department of Health. To protect your data, you must have a valid Louisiana issued driver’s license or ID linked to your LA Wallet account.
11Why do I need to use LA Wallet to show my COVID-19 vaccination status or SMART Health Card?
Presenting your COVID-19 vaccination status and SMART Health Card via LA Wallet’s COVID-19 Economic Impact program is purely voluntary, but there are numerous benefits. Restaurants and a host of public venues could open to 100% capacity by allowing COVID-19 vaccinated and recently tested individuals to show their LA Wallet with COVID-19 status. Just with a quick view, a host or hostess of a restaurant can see the authoritative, real-time COVID-19 status of a patron, matched with their official ID photo, which, again, is pulled directly from the State of Louisiana issuing authority.
12Can I opt out of or stop using LA Wallet to show my COVID-19 vaccination status or SMART Health Card?
Yes, you are in complete control of your information. The LA Wallet app will ask for your permission before activating this feature. If you have previously chosen to display your SMART Health Card or COVID-19 Status and prefer to disable or remove it from your device, you can press the "Remove SMART Health Card" button. On previous versions, click the "Remove Medical Information" button to remove your health information from the app. Additionally, if you choose to unlink your license or ID from your LA Wallet account, your SMART Health Card will also be automatically unlinked from your device. Remember, you can always choose to come back to the COVID-19 tab and enable this feature again if you change your mind.
13What do I need to be able to use LA Wallet to show my COVID-19 vaccination status?

14What personal information does LA Wallet need to show my SMART Health Card or COVID-19 vaccination status?
To show your COVID-19 vaccination status and SMART Health Card, LA Wallet only requires that you have a valid Louisiana issued license or ID linked to your LA Wallet account. Your full name, including middle name and suffix, date of birth and zip code from your linked license or ID is used to retrieve your vaccination status. If the information submitted to the Louisiana Department of Health's LINKS system does not match what is on your license or ID, you will need to return to your Louisiana based healthcare provider, vaccine provider or a parish health unit to have that information corrected in the LINKS system.
15What does LA Wallet do with my personal information?
LA Wallet only utilizes the necessary data to connect to and display your credential status and COVID-19 vaccination status through secure, real-time connections with the Louisiana Department of Public Safety, and HIPAA-compliant channels with the Louisiana Department of Health respectively. Your vaccination status is stored only on your device for offline availability to you only. We do not store any of your medical information on our servers or share your vaccination status with other parties. We never collect and sell personal data of any kind. You can choose to stop displaying your COVID-19 vaccination status at any time.
17Can LA Wallet access health information other than my COVID-19 vaccination status?
No. LA Wallet utilizes secure connections with the Louisiana Department of Public Safety for identity verification and HIPAA-compliant channels with the Louisiana Department of Health to retrieve and display your COVID-19 vaccination status in real-time. No other information is accessed or stored.
18Can I share a vaccination status or show another individual’s COVID-19 vaccination status, such as my child’s?
No, for your security and protection, LA Wallet only allows one individual’s digital credential (license or ID) to be linked to an account. This credential is used as authoritative identification to retrieve your vaccination status, and without this, your status can’t be accessed. If another family member or friend wishes to show their COVID-19 vaccination status through LA Wallet, they will need to create an account of their own and link their valid Louisiana-issued license or ID. Downloading LA Wallet, creating an account and linking your license or ID is a free and easy process. Our team has put together a short instructional video explaining the process here: LA Wallet - New Features (Release 1.3)
19Am I protected from someone else attempting to access or use my COVID-19 vaccination status through LA Wallet?
Yes, LA Wallet utilizes secure connections with the Louisiana Department of Public Safety for identity verification and HIPAA-compliant channels with the Louisiana Department of Health to retrieve and display your COVID-19 vaccination status in real time. LA Wallet gives you control over linking your license or ID, which is used as authoritative identification to retrieve your vaccination status, and without this, your status can’t be accessed. We put you in the driver’s seat over what digital credential to link, when to show it and if you wish to show your COVID-19 vaccination status.
20Does LA Wallet allow me to print my COVID-19 vaccination status?
For those without smartphones, vaccination records are available by request through the options presented by the Louisiana Department of Health (LDH) Immunization program website here: Louisiana Department of Health Immunization Program - Request Vaccination Records
21How long after I’ve been vaccinated will it take my LA Wallet COVID-19 vaccination status to reflect this?
LA Wallet utilizes HIPAA-compliant channels with the Louisiana Department of Health to retrieve and display your COVID-19 vaccination status in real time. Your vaccination status will be available as soon as it is reported by the administering clinical professional, meaning your status should be up to date and ready to display the same day (note that reporting times may differ for different administering agencies). Generally, this should take between 24-48 hours after your completed vaccination.
22What do I do if my COVID-19 vaccination status is not properly showing in the LA Wallet app?
LA Wallet will be unable to display a vaccination status for you if it has not yet been reported by the administering clinical professional. While this typically happens the same day, reporting times may differ for different administering agencies. If you have confirmed that the clinic has uploaded your vaccination to the LINKS database, use the Health Card Assistance feature in the menu to contact the LA Wallet/LDH support team for assistance.
23Am I required to use LA Wallet to show my COVID-19 vaccination status?
No. Presenting your COVID-19 vaccination status via LA Wallet’s COVID-19 Economic Impact program is purely voluntary. It is up to you whether or not to enable this feature for your existing LA Wallet account, and you can still enjoy all of the existing benefits provided by your LA Wallet digital credential.
24Am I required to have a vaccination record to get or renew my license or ID?
No. Enabling and presenting your COVID-19 vaccination status via LA Wallet’s COVID-19 Economic Impact program is purely voluntary, is not a barrier to getting or renewing a Louisiana driver’s license or ID and is not required to use LA Wallet’s digital credential features.
25Does my LA Wallet COVID-19 vaccination status count as proof of immunity?
No. While your vaccination status provided through LA Wallet’s COVID-19 Economic Impact program is a real-time, authoritative status via the Louisiana Department of Health, it only displays your vaccination status, which does not guarantee that you are immune or test negative for COVID-19.
26Does LA Wallet provide contact tracing services?
No. LA Wallet does not store or collect location data from its users and cannot be used to track or report possible exposures.
27Does LA Wallet link my digital driver’s license or ID with my COVID-19 vaccination status?
No. LA Wallet is simply the approved and secure container of both your ID and your COVID-19 status.
28Will LA Wallet display my COVID-19 vaccination status if it was administered out of state?
In order for your COVID vaccination record to show up in your LA Wallet app, your information must be entered into the Louisiana Immunization Network, LINKS. This needs to be done by a Louisiana healthcare provider. To have this done, please visit any of your providers in Louisiana and bring your vaccination record (card). Your Louisiana provider can enter the information into LINKS. If you prefer, you can visit a Parish Health Unit—bring your card—and the staff there can access LINKS and enter your COVID vaccination.
29My child or dependent's SMART Health Card was not found. How do I fix this?
To add a dependent's SMART Health Card, you must satisfy the following information:

    1. Your Child/Dependent's COVID-19 vaccination must be on file with the Louisiana Department of Health in the LINKS Immunization database.

    2. One of the guardians listed on your Child/Dependent's vaccination record must match the name on your driver's license.

To resolve either of these issues, please reach out to your dependent's healthcare provider to have the data corrected in the LINKS database. Alternatively, you may use the Health Card Assistance feature in the menu to contact the LA Wallet/LDH support team for assistance.
30If I am the primary caregiver for my spouse, parent, adult child or other adult dependent, can I use the Dependent Health Card to display their SMART Health Card?
Yes. The dependent's healthcare provider must determine your guardianship and have access to that person's medical records. The healthcare provider will need to add you as a guardian on your dependent's vaccination record in the Louisiana Department of Health in the LINKS Immunization database.
31My dependent's vaccination record doesn't list me as a guardian. How do I fix this?
The name of the guardian(s) on your child or dependent's vaccination record must match the name on the driver's license or state ID linked in LA Wallet. If an abbreviated name is used, misspelled or does not match in any other way to the driver's license/state ID, then it will not allow you to add that dependent. To resolve this, please reach out to your dependent's healthcare provider to have your name added to the vaccination record in the LINKS database.

    License/ID Renewal

1How often must I renew LA Wallet?
Your digital license is valid until the expiration date on your physical license, which is usually six years from the original issue date. When it comes time to renew your physical license, you must purchase a new digital license through LA Wallet. For instance, if your regular license expires in one year and you purchase an LA Wallet digital driver’s license, your digital license will also expire in one year. More importantly, very few people leave home without their smartphone, so you’ll never be without your driver’s license.
2How do I renew my license/ID with LA Wallet?
To renew your license or ID using LA Wallet, you will need to first add your license or ID to the app. Once your license/ID has been added, you should be automatically prompted to renew your license on the home screen. You can also view the instructions with other important information in this video
3How much does it cost to renew a license or ID through the LA Wallet?
The standard price for renewing a license is $32.50, plus a $23.00 convenience fee approved for all Public Tag Agents. All license and renewal charges are set by the Louisiana OMV with legislative approvals for convenience fees. A breakout of all charges will be presented and approved by the citizen during the renewal process within LA Wallet. A benefit of renewing inside of LA Wallet is that your new digital ID will be updated as soon as it is issued by the Louisiana OMV. You will not have to wait for your renewed physical ID in order to begin using the newly issued ID.
4Can I update my address or other information through LA Wallet?
As of now, any changes to the information that appears on a Louisiana resident’s license/ID cannot be altered when renewing through LA Wallet. Additionally, your current home address must match your license/ID. If a resident has moved, they are required by law to update their physical credential to list their current home address.
5Is LA Wallet operated by the OMV or the State of Louisiana?
While LA Wallet, Louisiana government officials and the Louisiana Office of Motor Vehicles work together, LA Wallet is owned and operated by Envoc, a private software consulting company based in Baton Rouge.
6Can I take a new picture for my license/ID with LA Wallet using my phone’s camera?
The simple answer is no. A state-issued license/ID is an official credential that verifies a resident’s identity. For any changes to the identity information on a resident’s license/ID, the resident must visit an OMV location.
7Does LA Wallet store my credit card and other personal information?
No, LA Wallet utilizes a PCI-compliant payment process that does not store any payment information once the transaction is processed. LA Wallet only stores the license information users provide in order to securely retrieve the user’s full license from the OMV database.
8Why does the app say I’m ineligible to renew?
There are multiple reasons you may not be eligible to renew your license/ID through LA Wallet. If the option to renew does not appear at the bottom of the home screen, and you do not see a situation that applies to you, please visit your local OMV.

  • Your previous renewal was completed through the internet (Express Lane):
      • Louisiana state law only allows license/ID holders to renew through the internet every other renewal. This means that if you used Express Lane the last time you renewed your license/ID, you must visit a physical OMV location to renew your license/ID.
  • Your current license/ID is invalid.
      • If your license/ID has been revoked, suspended or has been expired for more than a year, you are not eligible to renew your license/ID through LA Wallet.
  • 9What happens when I select the “Register to Vote” toggle?
Louisiana state law requires everyone 18 and older to be given the opportunity to register to vote when applying for or renewing their license/ID. When you select to register to vote, you will receive additional paperwork in the mail to complete the registration process.
    10How do I get my physical license/ID?
Once you complete the renewal and payment through LA Wallet, the OMV will process the new physical license and mail it to the address on your license/ID.

4Does LA Wallet store my credit card and other personal information?
No, LA Wallet utilizes a PCI compliant payment process that does not store any payment information once the transaction is processed. LA Wallet only stores the license information users provide in order to securely retrieve the user’s full license from the OMV database.
    5How do I get my physical license/ID?

Your vaccination status will be available as soon as it is reported by the administering clinical professional, meaning your status should be up to date and ready to display the same day (note that reporting times may differ for different administering agencies). Generally, this should take between 24-48 hours after your completed vaccination.
22What do I do if my COVID-19 vaccination status is not properly showing in the LA Wallet app?
LA Wallet will be unable to display a vaccination status for you if it has not yet been reported by the administering clinical professional. While this typically happens the same day, reporting times may differ for different administering agencies. This needs to be done by a Louisiana health care provider. To have this done, please visit any of your providers in Louisiana and bring your vaccination record (card). 30I am the primary caregiver for my spouse, parent, adult child or other adult dependent, can I use the Dependent Health Card to display their SMART Health Card?
Yes. The dependent's healthcare provider must determine your guardianship and access to that person's medical records. The healthcare provider will need to add you as a guardian on your dependent's vaccination record in the Louisiana Department of Health in the LINKS Immunization database.
31My dependent's vaccination record doesn't list me as a guardian, how do I fix this?
The name of the guardians on your child or dependent's vaccination record must match the name on the driver's license or state ID linked in LA Wallet. If an abbreviated name is used, misspelled, or does not match in any other way to the driver's license/state ID, then it will not allow you to add that dependent. To resolve this, please reach out to your dependent's healthcare provider to have your name added to the vaccination record in the LINKS database.

25Does my LA Wallet COVID-19 vaccination status count as proof of immunity?
No. While your vaccination status provided through LA Wallet’s COVID-19 Economic Impact program is a real-time, authoritative status via the Louisiana Department of Health, it only displays your vaccination status, which is not a guarantee that you are immune or test negative for COVID-19.
This needs to be done by a Louisiana health care provider. To have this done, please visit any of your providers in Louisiana and bring your vaccination record (card). Your Louisiana provider can enter the information into LINKS. If you prefer, you can visit a Parish Health Unit – bring your card – and the staff there can access LINKS and enter your COVID vaccination.
29My child or dependent's SMART Health Card was not found, how do I fix this?
